Cheryl Harris Bullard

Cheryl joined the Office of General Counsel of the South Carolina Department of Health and Environmental Control in 1991, and assumed the role of Chief Counsel for Health Services in 1996.  She practices predominantly in the areas of health, administrative, and regulatory law.  As Chief Counsel, she and the health law team provide legal support, advice and counsel to agency staff on issues affecting health service delivery, health policy, public health legal and emergency preparedness, privacy, and numerous public health programs.

After receiving a Bachelor’s Degree in Nursing from the University of South Carolina in 1975, Cheryl practiced in the hospital and state agency settings before attending law school.  She received her J.D. degree from USC in 1982, and has practiced law in the private and public sectors. 

She is involved in a number of professional organizations, and is a member of the SC Bar, the SC Nurses Association, the American Health Lawyers Association and the Public Health Law Association.  She is currently a Board member of the SC Women Lawyers Association and the SC Administrative and Regulatory Law Association, and Council Member of the Health Law Section of the SC Bar.    Her community service activities include serving on the Boards of Sexual Trauma Services of the Midlands, Richland TB Association, SC Nurses Foundation and Rotary Club of the Vista Night.  She is married to Dr. P.D. Bullard, and extremely proud to be mother to her son Brent, and step-daughter Jennifer and step-son Richard.
